Muzzaffarabad is the capital and largest city of Azad Kashmir, with an elevation of 747m its just a journey of 4 hours from Islamabad. Its at the confluence of Neelum and Jehlum river. Muzaffarabad is a 4-hour drive from Islamabad via Murree and the Kohala Bridge over the Jhelum River. The road is open year-round, though winter driving above Murree needs care after fresh snowfall. From Lahore, allow 7 to 8 hours via the M-2 and Murree. There is no scheduled commercial flight to Muzaffarabad, road is the only option.
Pir Chinasi at 2,900 m is the highest viewpoint near Muzaffarabad, an hour above the city through a series of steep switchbacks and pine forest. A working Sufi shrine sits on the summit ridge, and on clear days the view stretches across the Neelum, Jhelum and Kaghan valleys. In winter it holds reliable snow and becomes a snowfall day trip for Islamabad visitors.
Muzaffarabad sits at the confluence of the turquoise Neelum and the muddier Jhelum rivers, where the two colours meet without mixing at the Domel viewpoint just below the old town. Riverside restaurants line the north bank for a lunch or dinner over the confluence.
The 16th-century Red Fort on the north bank of the Neelum was rebuilt by Chak rulers and later served the Dogras. Sandstone walls in ochre-red, restored gate and a small internal courtyard. Half an hour, best paired with the confluence walk.
For most travellers, Muzaffarabad is the natural first-night stop on the way into the Neelum Valley. Keran is 5 to 6 hours further up the valley, and Sharda, Kel and Taobut are onward stages. If you have only one day in Muzaffarabad, plan Pir Chinasi and the confluence, and continue up-valley the next morning.
Pearl Continental Muzaffarabad, perched on a hillside above the city with a wide-view lounge and pool, is the flagship luxury property and the standard choice for any Neelum-bound trip. Beyond it, the older Sangam Hotel and a handful of riverside guesthouses are the mid-range fallback, best booked through your operator.
Foreign nationals need a No Objection Certificate arranged in advance through your operator to travel into Azad Kashmir, plan for a week's notice. Phone signal above Muzaffarabad often switches to the Special Communications Organisation (SCO) network, buy an SCO SIM in Muzaffarabad if you need connectivity in the upper Neelum Valley. There are ATMs and phone signal in Muzaffarabad city, both become unreliable beyond it.
Muzaffarabad is Kashmiri, Hindko and Pahari-speaking country with strong cultural ties to the Kashmir Valley across the Line of Control. Local food carries the wazwan-style Kashmiri slow-cooked meat tradition, with rogan josh, kashmiri chai (pink salt tea), Muzaffarabadi tikka and river trout as the local staples. The city was rebuilt from scratch after the 2005 earthquake destroyed much of the old town, and the current lower-density layout with wide streets and modern administrative buildings dates from the reconstruction period.
